To make the water move. Otherwise it would be very painful diving into the still water from high up.
Still water can be very painful.

I believe it creates ripples so the divers can see exactly where the water is. Much like how the put down green branches/leaves for the aerial skiing. Without either, it can be tough to judge how much distance is between you and the water/snow.
